आचार्य चाणक्य मौर्य साम्राज्य के संस्थापक चाणक्य कुशल राजनीतिज्ञ, चतुर कूटनीतिज्ञ, प्रकांड अर्थशास्त्री के रूप में भी विश्वविख्‍यात हुए।उन्होंने अपनी विद्वत्ता, बुद्धिमता और क्षमता के बल पर भारतीय इतिहास की धारा को बदल दिया था | वे कौटिल्य या विष्णुगुप्त नाम से भी विख्यात हैं|

चाणक्य निति में जो भी सूत्र बताये गए हैं वे सभी उनके अनुभव, अध्ययन और चिंतन का परिणाम है |

"चाणक्य नीति" में कुल 17 अध्याय हैं जिसमे की कर्त्तव्य, धर्म, निति, दोस्त, दुश्मन, स्त्रियों की पहचान, जनता का अधियार आदि के बारे में बताया गया है |

1. तीनो लोको के स्वामी सर्वशक्तिमान भगवान विष्णु  को नमन करते हुए मै एक राज्य के लिए  नीति  शास्त्र  के सिद्धांतों  को कहता हूँ.  मै यह सूत्र अनेक शास्त्रों का आधार ले कर कह रहा हूँ।  
2. जो व्यक्ति शास्त्रों के सूत्रों का अभ्यास करके ज्ञान ग्रहण करेगा उसे अत्यंत वैभवशाली कर्तव्य के सिद्धांत ज्ञात होगे। उसे इस बात का पता चलेगा कि किन बातों का अनुशरण करना चाहिए और किनका नहीं। उसे अच्छाई और बुराई का भी ज्ञात होगा और अंततः उसे सर्वोत्तम का भी ज्ञान होगा।  
3. इसलिए लोगो का भला करने के लिए मै उन बातों को कहूंगा जिनसे लोग सभी चीजों को सही परिपेक्ष्य मे देखेगे।  
4. एक पंडित भी घोर कष्ट में आ जाता है यदि वह किसी मुर्ख को उपदेश देता है, यदि वह एक दुष्ट पत्नी का पालन-पोषण करता है या किसी दुखी व्यक्ति के साथ अतयंत घनिष्ठ सम्बन्ध बना लेता है.
5. दुष्ट पत्नी, झूठा मित्र, बदमाश नौकर और सर्प के साथ निवास साक्षात् मृत्यु के समान है।  
6.  व्यक्ति को आने वाली मुसीबतो से निबटने के लिए धन संचय करना चाहिए। उसे धन-सम्पदा त्यागकर भी पत्नी की सुरक्षा करनी चाहिए। लेकिन यदि आत्मा की सुरक्षा की बात आती है तो उसे धन और पत्नी दोनो को तुक्ष्य समझना चाहिए। 
7. भविष्य में आने वाली मुसीबतो के लिए धन एकत्रित करें। ऐसा ना सोचें की धनवान व्यक्ति को मुसीबत कैसी? जब धन साथ छोड़ता है तो संगठित धन भी तेजी से घटने लगता है।  
8. उस देश मे निवास न करें जहाँ आपकी कोई ईज्जत नहीं हो, जहा आप रोजगार नहीं कमा सकते, जहा आपका कोई मित्र नहीं और जहा आप कोई ज्ञान आर्जित नहीं कर सकते।  
9. ऐसे जगह एक दिन भी निवास न करें जहाँ निम्नलिखित पांच ना हो: एक धनवान व्यक्ति , एक ब्राह्मण जो वैदिक शास्त्रों में निपुण हो, एक राजा, एक नदी, और एक चिकित्सक।  
10.  बुद्धिमान व्यक्ति को ऐसे देश में कभी नहीं जाना चाहिए जहाँ : रोजगार कमाने का कोई माध्यम ना हो, जहा लोगों को किसी बात का भय न हो, जहा लोगो को किसी बात की लज्जा न हो, जहा लोग बुद्धिमान न हो, और जहाँ लोगो की वृत्ति दान धरम करने की ना हो।  
11. नौकर की परीक्षा तब करें जब वह कर्त्तव्य का पालन  न कर रहा हो,  रिश्तेदार की परीक्षा तब करें जब आप मुसीबत मे घिरें हों, मित्र की परीक्षा विपरीत परिस्थितियों मे करें, और जब आपका वक्त अच्छा न चल रहा हो तब पत्नी की परीक्षा करे।  
12. अच्छा मित्र वही है जो हमे निम्नलिखित परिस्थितियों में  नहीं त्यागे: आवश्यकता पड़ने पर, किसी दुर्घटना पड़ने पर, जब अकाल पड़ा हो, जब युद्ध चल रहा हो, जब हमे राजा के दरबार मे जाना पड़े, और जब हमे समशान घाट जाना पड़े।  
13. जो व्यक्ति कसी नाशवान चीज के लिए कभी नाश नहीं होने वाली चीज को छोड़ देता है, तो उसके हाथ से अविनाशी वस्तु तो चली ही जाती है और इसमे कोई संदेह नहीं की नाशवान को भी वह खो देता है।  
14. एक बुद्धिमान व्यक्ति को किसी इज्जतदार घर की अविवाहित कन्या से किस वयंग होने के बावजूद भी विवाह करना चाहिए। उसे किसी हीन घर की अत्यंत सुन्दर स्त्री से भी विवाह नहीं करनी चाहिए। शादी-विवाह हमेशा बराबरी के घरो मे ही उिचत होता है।  
15. इन ५ पर कभी विश्वास ना करें : १. नदियां, २. जिन व्यक्तियों के पास अश्त्र-शस्त्र हों,  ३. नाख़ून और सींग वाले पशु, ४. औरतें (यहाँ संकेत भोली सूरत की तरफ है, बहने बुरा न माने ) ५. राज घरानो के लोगो पर।  
16. अगर हो सके तो विष मे से भी अमृत निकाल लें, यदि सोना गन्दगी में भी पड़ा हो तो उसे उठाये, धोएं और अपनाये, निचले कुल मे जन्म लेने वाले से भी सर्वोत्तम ज्ञान ग्रहण करें, उसी तरह यदि कोई बदनाम घर की कन्या भी महान गुणो से संपनन है और आपको कोई सीख देती है तो गहण करे.
17. महिलाओं में पुरुषों कि अपेक्षा:  भूख दो गुना, लज्जा चार गुना, साहस छः गुना, और काम आठ गुना होती है।

Note: चाणक्य के कुछ विचार महिलाओं, या तथाकथित निम्न जाति में जन्मे हिंदुओं के लिए उस समय के हिसाब से अपमानजनक हो सकते हैं। यहाँ पर उनके विचारों को हूबहू प्रकाशित किया जा रहा है अतः उनके भाव को उस समय के अनुसार समझने का प्रयास करें और जो विचार उचित लगे उन्हें अपना सकते हैं |

1. Paying obeisance to the Almighty Lord Vishnu, the Lord of the three worlds, I enumerate the principles of ethics for a state. I am saying this sutra on the basis of many scriptures.
2. The person who acquires knowledge by practicing the sutras of the scriptures will know the principles of most glorious duty. He will know which things should be followed and which should not be followed. He will know good and evil and ultimately he will know what is best.
3. Therefore, to do good to the people, I will say those things which will make people see everything in the right perspective.
4. A priest also comes into great trouble if he preaches to a fool, if he maintains a wicked wife or develops too close a relationship with an unhappy person.
5. Living with a wicked wife, a false friend, a rogue servant and a snake is tantamount to death.
6.   A person should save money to deal with upcoming troubles. He should protect his wife even by giving up his wealth. But if it comes to the safety of the soul, then he should consider both wealth and wife as unimportant.
7. Collect money for future troubles. Don't think that what kind of trouble does a rich person face? When money leaves, organized wealth also starts decreasing rapidly.
8. Do not live in a country where you have no respect, where you cannot earn employment, where you have no friends and where you cannot acquire any knowledge.
9. Do not reside even for a day in a place where there are not the following five: a rich man, a Brahmin versed in the Vedic scriptures, a king, a river, and a physician.
10.   An intelligent person should never go to a country where: there is no means of earning employment, where people have no fear of anything, where people are not ashamed of anything, where people are not intelligent, and where people There should be no inclination towards charity.
11. Test your servant when he is not performing his duties, test your relative when you are in trouble, test your friend in adverse circumstances, and test your wife when you are not going through a good time.
12. A good friend is one who does not abandon us in the following circumstances: when there is a need, when there is an accident, when there is a famine, when there is a war going on, when we have to go to the king's court, and when we have to go to the cremation ground.
13. If a person gives up an imperishable thing for a perishable thing, he loses the imperishable thing from his hands and there is no doubt that he also loses the perishable thing.
14. An intelligent person should marry an unmarried girl from a respectable family, despite her age. He should not marry even a very beautiful woman from an inferior family. Marriage is always appropriate only in equal families.
15. Never trust these 5: 1. Rivers, 2. Persons having weapons, 3. Animals with nails and horns, 4. Women (here the indication is towards innocent appearance, sisters should not feel bad) 5. On the people of royal families.
16. If possible then extract nectar even from poison, if gold is lying in filth then pick it up, wash it and adopt it, take the best knowledge even from someone born in a lowly family, in the same way if a daughter of a bad family is also great. It is full of qualities and if it teaches you any lesson, then read it deeply.
17. Women have hunger double, Shame four times, Courage six fold and the lust eight times in comparison to men.

Note: Some of Chanakya's views may have been offensive to women, or to Hindus born in the so-called lower castes at that time. His views are being published here exactly, hence try to understand his sentiments according to that time and you can adopt whatever views seem appropriate.
